The aim of the Webmaster's Union of Russian in the field of the Internet and law is to inform governmental bodies on the issues relating to the need of the Internet industry in certain legislative measures and warning against inexpedient actions that limit freedoms of citizens.
On April 13, 2004 a working team was established on the basis of the Federation Council Committee on Information Policy to develop laws regulating Internet development in Russia. The only representative of public organizations who was included in the working team was Alexei Dudinov, chairman of the Webmaster's Union of Russian . At first sight, the lawmakers were to achieve quite a noble aim of creating a legal environment for Internet-related activity. Regulation of copyrights, spam control, prevention of Internet use with criminal purposes. In his interview to the press-center of the Russian Webmasters Union the team head Eugene Eliseev told about the objectives and tasks of the working team. Civilized countries live in compliance with laws that prescribe rules of conduct for people, regulate and make human life more comfortable and stable. Russia, on the contrary, faces a paradoxical situation. The public is prejudiced against all legal initiatives from the very beginning. One can suppose laws are made not for the development of progress but for limitation of freedom.
While taking part in the working team activity, the Russian Webmasters Union understands its mission in preventing introduction of any censorship limitations in the Internet.
However, we believe that boycott of the authorities will produce quite an opposite result. Unwillingness of big players on the Internet-technologies market to pay attention to the government attempts to dictate their terms resembles the position of the intelligentsia in the beginning of the ХХ century. We all know what results it gave to the country.
We have not yet learnt to live in a free country but we are already told that freedom is not acceptable to Russia!! The public must not let the grass grow under feet waiting when the process becomes irreversible.
Our task is to team up and find a compromise solution. Yes, we need a strong state. But not at the expense of waiving democratic rights and freedoms.
The Russian Webmasters Union appeals for the public to join forces to come up with cooperative legislative proposals, which will contribute to development of Internet-technologies and building a civil society!
